Ασυγκράτητη η πτώση των νομισμάτων (πλην ευρώ) έναντι του χρυσού

Σε άλλες εξελίξεις, νέο ρεκόρ και για το χρυσό, καθώς το δολάριο πέφτει διαρκώς, καθώς με δηλώσεις και άρθρα στα κυρίαρχα ΜΜΕ, όλοι λίγο-πολύ αναμένουν ότι η Αμερική θα τυπώσει κι άλλα, κι άλλα, κι άλλα, πληθωρίζοντας μέχρι τέλους το νόμισμα της, ώστε να “ξελασπώσει” με τα φρέσκα αυτά χρήματα τις χρεωκοπημένες τράπεζες, και να ρίξει -εμμέσως- και τους μισθούς των εργατών, πληρώνοντας τους σε ένα υποτιμημένο νόμισμα (ενδεικτικά άρθρα εδώ και εδώ). Στις ΗΠΑ, τα σενάρια για υπερπληθωρισμό αυξάνονται, και μέχρι και άρθρο που θυμήθηκε τον υπερπληθωρισμό του μεσοπολέμου στη Γερμανία θυμήθηκε…

Και βέβαια, οι ΗΠΑ δεν είναι η μόνη δύναμη που τυπώνει αβέρτα χρήμα από το πουθενά. Παρόμοια είναι η στάση της Ιαπωνίας για παράδειγμα, η οποία “έχει πάρει το κολάι”, και ανακοίνωσε, για ακόμα μια φορά (χωρίς πλάκα) ότι “αν χρειαστεί, θα ξανατυπώσουμε χρήμα”, και μάλιστα αν χρειαστεί, θα το χρησιμοποιήσουν αυτό το χρήμα για να αγοράσουν real estate, μετοχές, κτλ. Γενικώς, είναι έτοιμοι να αγοράσουν “ό,τι κινείται”, όχι μόνο ομόλογα.

Επίσης σημαντική ήταν από νομισματικής άποψης η είδηση ότι η Κίνα, για ακόμα μια φορά, αγόρασε χρυσό, καθώς βλέπει ότι μόνο ο χρυσός μπορεί σήμερα να χρησιμοποιηθεί ως ασφαλής αποθήκη πλούτου, με το δολάριο και τα υπόλοιπα να πέφτουν διαρκώς.

Την ίδια ώρα, ένας καθηγητής του Γιέηλ παρακαλώ (μελλοντικός υποψήφιος για Νόμπελ κατά την άποψη μου, είναι “μεγαλοφυΐα” ο άνθρωπος), που ήταν και πρώην μέλος της fed, έγραψε ένα άρθρο στους Financial Times< στο οποίο πρότεινε στις ΗΠΑ…να πουλήσουν το χρυσό τους. Αυτό που κάνουν όλοι οι χρεωκοπημένοι δηλαδή.

Με αυτό τον τρόπο, μας λέει ο καθηγητής, οι ΗΠΑ θα μαζέψουν μερικά χρήματα που τα χρειάζονται, ενώ παράλληλα θα ρίξουν και την τιμή του χρυσού. Αυτό που δε μας λέει, είναι πως ακόμα και αν δεχτούμε πως οι ΗΠΑ έχουν όλο αυτό το χρυσό που λένε ότι έχουν (οι ΗΠΑ αρνούνται εδώ και χρόνια να γίνει έλεγχος στα αποθέματα χρυσού τους), ο χρυσός αυτός θα αγοραστεί από αυτούς που έχουν λεφτά (πχ Κίνα, Ρωσία, Ινδία, Σουδάραβες, κτλ), ενώ αν οι ΗΠΑ δεν πουλήσουν το χρυσό τους, τότε αργά ή γρήγορα θα γίνει χαμός με την τιμή του, διότι απλούστατα οι χώρες που αγοράζουν, αγοράζουν πολύ, και σε λίγο “δε θα υπάρχει αρκετός χρυσός για να αγοράσουν”.

Όπως και να έχει, αν οι ΗΠΑ πουλήσουν το χρυσό τους, έστω και αργά αργά, αυτό θα έχει μια άλλη συνέπεια: Όλοι θα καταλάβουν ότι είναι χρεωκοπημένες, και απλά τυπώνουν χρήμα “μέχρι τέλους”. Οπότε, ναι μεν ο χρυσός θα έχει μια μικρή πτώση, λόγω της πώλησης του χρυσού των ΗΠΑ, αλλά μετά…όλοι θα θέλουν χρυσό, διότι θα θέλουν να απομακρυνθούν από το δολάριο:

Gold is back in the news. Its price is soaring in what some analysts say is a reflection of a weak economy and a lack of confidence in government policies. Naturally, investors are looking at a new sure thing in the expectation that prices will continue upward. My advice to the US government, however, is that this may be the best time – to sell. Την ίδια ώρα, ο Martin Wolf, γνωστός αρθρογράφος των Financial Times έχει ένα ακόμα άρθρο που αξίζει της προσοχής μας, καθώς αυτό που λέει είναι πως ο υπόλοιπος κόσμος θα πρέπει “να κάτσει ήσυχα”, διότι οι ΗΠΑ έχουν το δολάριο, το παγκόσμιο αποθεματικό νόμισμα, και μπορούν να τυπώσουν απεριόριστες ποσότητες δολαρίου, πλημμυρίζοντας τον κόσμο, που δε μπορεί να “ισοφαρίσει” τις ΗΠΑ, όσο χρήμα και αν τυπώνει. “Ο νομισματικός εκτυπωτής μου είναι μεγαλύτερος από τον δικό σου”:

Currencies dominated this year’s annual meetings of the International Monetary Fund. More precisely, two currencies did: the dollar and the renminbi, the former because it was deemed too weak and the latter because it was deemed too inflexible. But, behind the squabbles, lies a huge challenge: how best to manage the global economic adjustment.

In short, US policymakers will do whatever is required to avoid deflation. Indeed, the Fed will keep going until the US is satisfactorily reflated. What that effort does to the rest of the world is not its concern.

The global consequences are evident: the policy will raise prices of long-term assets and encourage capital to flow into countries with less expansionary monetary policies (such as Switzerland) (ή στην ευρωζώνη, που επίσης δεν τυπώνει χρήμα, προς το παρόν, και βλέπουμε τους επενδυτές να προτιμούν πχ το ευρώ, που “ανεβαίνει” σε σχέση με το δολάριο) or higher returns (such as emerging economies). (πχ Ινδία, κτλ) This is what is happening. The Washington-based Institute for International Finance forecasts net inflows of capital from abroad into emerging economies of more than $800bn in 2010 and 2011. It also forecasts massive intervention by recipients of this capital, albeit at a falling rate.

Recipients of the capital inflow, be they advanced or emerging countries, face uncomfortable choices: let the exchange rate appreciate, so impairing external competitiveness; intervene in currency markets, so accumulating unwanted dollars, threatening domestic monetary stability and impairing external competitiveness; or curb the capital inflow, via taxes and controls. Historically, governments have chosen combinations of all three. That will be the case this time, too. Όντως αυτές είναι οι επιλογές της Κίνα: Ή να αυξήσει την ισοτιμία του γουάν, χάνοντας σε ανταγωνιστικοτητα (οι μισθοί ανεβαίνουν – οι εξαγωγές γίνονται πιο ακριβές), ή να παρέμβει στις ισοτιμίες για να κρατά χαμηλά το γουάν (κάτι που επίσης το κάνει – η Κίνα ξοδεύει αυτή τη στιγμή δις $ για να κρατά χαμηλά το γούαν, αγοράζοντας αμερικάνικα ομόλογα, τα οποία μετά χάνουν την αξία τους, λόγω του πληθωρισμού του δολαρίου), ή να βάλει ελέγχους στις ροές κεφαλαίων

Naturally, one could imagine an opposite course. Indeed, China objects to the huge US fiscal deficits and unconventional monetary policies. China is also determined to keep inflation down at home and limit the appreciation of its currency. The implication of this policy is clear: adjustments in real exchange rates should occur via falling US domestic prices. China wants to impose a deflationary adjustment on the US, just as Germany is doing to Greece. This is not going to happen. Nor would it be in China’s interest if it did. As a creditor, it would enjoy an increase in the real value of its claims on the US. But US deflation would threaten a world slump.

Prof Blanchard is clearly right: the adjustments ahead are going to be very difficult; and they have also hardly begun. Instead of co-operation on adjustment of exchange rates and the external account, the US is seeking to impose its will, via the printing press. The US is going to win this war, one way or the other: it will either inflate the rest of the world or force their nominal exchange rates up against the dollar. Unfortunately, the impact will also be higgledy piggledy, with the less protected economies (such as Brazil or South Africa) forced to adjust and others, protected by exchange controls (such as China), able to manage the adjustment better.

It would be far better for everybody to seek a co-operative outcome. (Co-operative outomce is code for ‘obey our will and give obesiance to the financiers’ – Jesse). Maybe the leaders of the group of 20 will even be able to use their “mutual assessment process” to achieve just that. Their November summit in Seoul is the opportunity. Of the need there can be no doubt. Of the will, the doubts are many. In the worst of the crisis, leaders hung together. Now, the Fed is about to hang them all separately….
The theme for the next ten years is self-sufficiency.
